No. Shared potions come from the common shared pool once their general unlock waves are open. Character unlock lines add their own three-potion bundles on top of that.

When should I drink route-heal potions?

Drink them when the heal changes pathing, prevents a forced Rest, or keeps an elite line open. Drinking early for empty comfort is usually how value leaks out.
